Everyone involved with our Foundation is a citizen interested in insuring that state and local government is fully accountable, and transparent. The U.S. Constitution requires that government is accountable to the people. We believe that until we define the specifics of government transparency, we'll never have an objective basis for common measurement. Accountability cannot be achieved without this baseline.

Dr. David Rehr - President

Dr. David Rehr has over 25 years experience in advocacy, governance, and public policy and serves as President of the TransparaGov Educational Foundation. He is Senior Associate Dean and a Professor at the George Mason University School of Law where he teaches Legislative Advocacy and Strategic Leadership. He holds an MA and PhD in economics from George Mason University. He also serves as CEO of TransparaGov, Inc., a privately held company with a mission to bring transparency and real-time information tools to state and local government leaders.

He has been named to Washington Life magazine’s Power 100 list, and is listed as a Top association advocate by one of Congress’ “must read” publications, The Hill. David is currently a member of the board of trustees of St John's University (MN) and formerly served on the board of the National Chamber Foundation and the Juvenile Diabetes Research Foundation (JDRF).

The National Association of Broadcasters - 2005 – 2009

The National Association of BroadcastersDavid served as the President and CEO of the National Association of Broadcasters (NAB). There he was a strong advocate for radio and television broadcasters -- meeting with policymakers, testifying before Congress, and bringing innovation to the organization.

At NAB, Rehr spearheaded a multimillion dollar technology advocacy program for broadcasting, leading the TV industry’s $1.2 billion digital television (DTV) transition marketing campaign and initiating Radio 2020, an initiative that seeks to ensure radio’s value will be recognized well into the future through the Radio Heard Here campaign.

National Beer Wholesalers AssociationRehr began as Vice President - Government Relations and was then promoted to President. Under his leadership, NBWA’s visibility in the advocacy community soared, and the association was ranked as one of the top ten most influential advocacy organizations by Fortune magazine.

National Federation of Independent BusinessDavid was the Chief House Lobbiest before the US Congress for small business and America's entrepreneurs. At NFIB, he built a grass roots advocacy network across America. During his tenure, NFIB was considered the top business advocacy organization in Washinton DC.

Dr. J. Woods - Chief Product Officer

Dr. Woods has decades of deep experience in software product development, research, positioning, messaging & branding, and publications. He holds a PhD in Computer Science, an MCS and numerous industry certifications and accreditations including the rare MCSE/MCSD paring from Microsoft.  

He serves as the chief product officer for the Foundation, and manages the Foundation's technology & infrastructure.  He holds multiple technology patents in the areas of internet security and imaging, and is an invited speaker at professional technology conferences world wide including Microsofot's esteemed Professional Developers Conference (PDC).

Mildred Webber - Secretary

Mildred Webber has over twenty-five years of policy experience, working at all levels of government and serves as the Secretary of the TransparaGov Educational Foundation. She has taken several leadership roles in government reform initiatives, including as Staff Director for the U.S. Congress House Committee on Government Reform and Oversight, Subcommittee on Regulatory Affairs.

She has served as Acting Chief of Staff to Rep. Randy Neugebauer (TX), Rep. Michael Burgess (TX) and Rep. Todd Rokita (IN). Mildred was the Deputy Chief of Staff & Director of Member Services and Coalitions for the House Majority Whip. There she worked with all Members of Congress and hundreds of organizations across America to promote citizen participation in the political process.

Peter HoustonStrategic Advisor

Peter Houston - Strategic Advisor

Mr. Houston has 30 years of experience in the enterprise software business.  Following various roles at IBM and several prominent banking and investment firms, Mr. Houston moved to Microsoft where he has spent the last 16 years performing both marketing and engineering roles, in the Windows and Windows Server teams.

Peter advises the Foundation on all aspects of product development, production, positioning, marketing, and research.  His extensive experience in these areas are a valuable resource to the Foundation.

Currently Mr. Houston is employed with Microsoft and leads an effort in the Microsoft Windows engineering organization related to ensuring compliance with governmental orders.

Trent HensonTechnical Advisor

Trent Henson - Technical Advisor

Mr. Henson directs the planning and implementation of managed Tier Four virtualized data centers in support of business operations in order to improve cost effectiveness, service quality, and business development. He possesses an in depth and functional understanding of both advanced technologies and business process. He has a background in application development, network and communications, as well as business process improvement. Specific technologies include VMware, Cisco Infrastructure, SAN systems, Blade Computing, and highly available data centers.

Trent advises the Foundation on all aspects of technology, infrastructure, cloud computing infrastructure, and scaled information delivery.  His cloud computing experience, and deep understanding of scaleable system design is important to the Foundation.

Trent owns and operates Asgard Cloud Services, in Houston TX. and is responsible for all aspects of their technology vision and direction.
